Who This Checklist Is For And What To Have Ready On Site
This checklist is for site managers, principal contractors and clients responsible for muck shifting across Suffolk and East Anglia. Nominate a site lead to sign tickets and manage records. Confirm the waste producer and have the SIC code ready.
Before the first load, collate your ground investigation summary (WM3), any WAC results, planned EWC codes, a site plan and destination facility details. Brief the gate team on segregation rules and set up a live digital folder for weighbridge tickets and notes. For background on our capability see about us and our muck away page. New to the process? Read what is a muck shift.
Before You Dig: Classify Soils And Plan The Reuse Or Disposal Route
Use WM3 to classify soils as hazardous or non-hazardous. Do not use WAC for classification; WAC is for landfill acceptance only. If there are risks (hydrocarbons, asbestos, heavy metals), arrange targeted sampling.
Choose the route early: reuse under DoWCoP with an MMP and Qualified Person, or remove to a permitted facility. Assign likely EWC codes per soil type and contamination status. Record your decision in a short briefing note. For reuse detail, see our DoWCoP guide for East Anglia. For materials quality, read how we test and certify recycled aggregates in Suffolk.
Waste Tickets And Notes: What Must Be On Every Load
For non-hazardous loads, a Waste Transfer Note must show: producer details and SIC; accurate description; EWC code; quantity; containment; collection and delivery addresses; date/time; carrier’s details and licence; destination facility and permit; signatures.
For hazardous loads, complete a consignment note with a clear WM3 reference and correct mirror entry. Keep pre-acceptance where required. Always gather the weighbridge ticket with vehicle reg, EWC, net weight, site of origin and facility name/permit. Save scans or photos immediately. For smoother turnarounds, see haulage fleet efficiency with J T Few.

EWC (LoW) Codes You’ll Use For Muck Away
Use the right codes and match them to WM3 outcomes:
17 05 04 – soil and stones not containing hazardous substances. 17 05 03* – soil and stones containing hazardous substances. 17 09 04 – mixed C&D waste (avoid by segregating). 17 01 01/07 – concrete and mixtures. 17 03 02 – bituminous mixtures other than those containing tar. 17 03 01* – bituminous mixtures containing tar. 17 06 05* – construction materials containing asbestos.
Only use the non-hazard code if WM3 supports it. Apply the asterisked mirror code if hazardous properties are present. Do not default to 17 09 04 if the load is mainly soil.
DoWCoP (CL:AIRE) Documentation For Soil Reuse
Draft an MMP covering source, volumes, chemical data, suitability for use, tracking, contingency and verification. Appoint a Qualified Person to review and submit the Declaration before movement.
Track loads with a Site-Won Materials Register and delivery records. After placement, compile a Verification Report and keep all records with the project file. This keeps reuse compliant and audit-ready for Suffolk projects.
On-The-Day Haulage Checks To Keep Loads Moving
Verify the waste carrier licence is valid and record it on the ticket. Confirm the receiving facility’s name, address and permit match your waste type and EWC code before dispatch.
Segregate loads by classification and moisture. Cover loads to prevent loss, and avoid cross-contamination at the stockpile. Provide safe loading zones and aim for quick turnarounds to cut waiting charges. Capture clear photos of each load for chain-of-custody and QA.
Contaminants And Special Cases To Flag Early
If asbestos is suspected, isolate, test and classify. Use 17 06 05* when confirmed and follow strict handling rules. For tar-bound asphalt, test and use 17 03 01* where coal tar is present. Keep these materials separate from soils.
Identify invasive weeds such as Japanese knotweed and follow an approved management plan—do not reuse without a proper method. Manage dewatering to prevent run-off and avoid dispatching loads with free water. Pre-notify the facility for special wastes to prevent rejection.

Record Keeping: Be Audit-Ready In Minutes
Keep Waste Transfer Notes for 2 years and hazardous consignment notes for 3 years. Store weighbridge tickets, permits, licences, WM3/WAC reports and photos in a single project folder.
Use a simple naming convention: YYYYMMDD_Site_EWC_Vehicle_Ticket#. Maintain a load log with date, time, EWC, weight, destination and vehicle reg. Provide read-only access to QS and client to speed approvals and payments.
Clean Vs Inert Vs Non-Hazardous Vs Hazardous: Simple Definitions
Clean is a site term, not a legal class. Inert is a landfill acceptance class assessed by WAC. Hazardous or non-hazardous are WM3 outcomes based on contaminant risk and properties.
Test if visual/odour cues are present, the land is brownfield, or design changes uncover new strata. For suitable material, consider DoWCoP reuse. Concrete and hardstanding can be processed as recycled aggregates to reduce disposal and imports in Suffolk.

FAQs
Do I Need WAC Testing To Classify My Soil?
No. Use WM3 for hazard classification. WAC is for landfill acceptance and may be needed by the receiving facility.
What EWC Code Applies To Clean Excavated Soil?
Typically 17 05 04 for soil and stones not containing hazardous substances. Confirm with WM3 and evidence from your site investigation.
Can I Reuse Soil Between Two Sites Under DoWCoP?
Yes, if it is suitable and managed under an approved MMP with a Qualified Person declaration before movement.
What Documents Should The Driver Arrive With?
A completed Waste Transfer Note or hazardous consignment note, plus details of the receiving facility and carrier licence. Ensure the EWC code and description are correct.
How Do I Prevent Loads Being Rejected?
Segregate materials, control moisture, and pre-notify special wastes. Check the facility permit matches your waste type and keep notes accurate.
How Quickly Can J T Few Ltd Start Muck Away?
Usually same-day or next-day across Suffolk and East Anglia, subject to availability and paperwork readiness.
